Eliaquim Mangala can leave Manchester City for free.
Mangala was the most expensive defender in British history when he joined from Porto for £42million in 2014.
City have not taken the 28-year-old France international on their pre-season tour of Asia, which starts on Wednesday against West Ham.
There is interest from sides in Portugal and Turkey. Porto were looking at a possible deal earlier in the summer.
City, who remain keen on Leicester City’s Harry Maguire, finally arrived in Shanghai on Tuesday after flights were twice cancelled due to permit issues.
