White community services officer reprimanded for stopping Black Hartford man who was parked outside his North End home

HARTFORD — The community services officer for Northeast Hartford was reprimanded Tuesday for questioning a Black man under a false pretense in February 2019, according to an Internal Affairs report.

The Hartford resident filed a complaint about a week after Officer Daniel Freeman, who is white, pulled him from his parked car and placed him in handcuffs as the man shouted that he was going to be shot. While the man had truthfully told Freeman that he lived right near where he was parked on Jackson Boulevard, the officer considered his answers vague and suspicious, according to the report.
