The manager of three, eastern Connecticut housing complexes admits stealing hundreds of thousands of dollars from elderly and disabled tenants

The manger of three, subsidized housing complexes has admitted stealing hundreds of thousands of dollars from her elderly and disabled tenants across eastern Connecticut.

Federal prosecutors said Alicia Gardner, 51, of Griswold pleaded guilty Thursday at U.S. District Court in Bridgeport to embezzlement.

Gardner worked for Garden Homes Management Corporation and was responsible for managing the Salem Village I and II housing complexes in Brooklyn and the St. Mary’s housing complex in East Hartford, all of which drew tenants from among elderly and disabled residents receiving federal rent subsidies.

Federal authorities said that between 2009 and 2018, Gardner diverted rental payments and other tenant fees to a separate account she created to pay cable television fees and used that money to pay more than $400,000 in personal expenses.
