Prosecutor rules SWAT officers justified in deadly April shooting of unarmed 27-year-old in Manchester

The Tolland state’s attorney has ruled four officers from a regional SWAT team were justified when they shot and killed Jose Soto outside his mother’s Manchester home in April.

The report from State’s Attorney Matthew Gedansky concludes a nearly seven-month long investigation into the deadly shooting of Soto, a 27-year-old man who authorities sought that night for a parole violation.

In his report, Gedansky wrote that Soto did not have a firearm in his hands when he left his mother’s Oak Street home, but officers believed he had a gun.

“Although it was ultimately determined that Mr.
