Norwalk municipal employee, charged with 32 counts of second degree forgery, turns himself in

A Norwalk municipal employee turned himself in Thursday after local police issued an arrest warrant and charged him with 32 counts of forgery in the second degree. The city’s Recreation and Parks Department called police in late 2020 after noticing discrepancies in documents related to submitted vendor bids dating back to at least 2007.

William Howard, 70, of Norwalk, was a seasonal municipal employee “with no access to City accounts or funds,” said Norwalk police in a statement. At the request of the parks department, Norwalk detectives launched a three month investigation focused on vendor bids. The bids in question were discovered in late 2020 following reporting and personnel changes in the department, said officials.
