Man fatally shot by Hartford officer was ‘acting very deranged’, appeared to point rifle at police, according to State’s Attorney report

HARTFORD — The man killed in a confrontation with Hartford police Saturday night “appeared to point a rifle in the direction of police” before he was fatally shot by an officer, according to a preliminary report from the state’s attorney’s office.

Shamar Ogman, 30, was identified as the man in the report released Tuesday by Margaret Kelley, state’s attorney for the Judicial District of Ansonia-Milford.

The 911 caller who summoned police had described Ogman as “acting very deranged” as he walked in the area of 25 Gilman St. carrying a gun, the report said.

Ogman ran from officers when they arrived in the residential neighborhood in the city’s South End and he failed to comply with numerous orders to drop his weapons, a handgun in one hand a rifle in the other, according to the report.
