Man faces murder charge after weekend shooting in Waterbury, police say

Police said they have arrested a convicted felon in a weekend shooting in Waterbury that left one man dead and another person wounded.

Charles Smith, 41, was charged with murder, conspiracy to commit murder, first-degree reckless endangerment and other charges in the death of Gregory Rafael Santos-Frias, 23 of Waterbury, police said Monday.

He also was charged with first-degree assault and conspiracy to commit first-degree assault because a second person was shot in the leg and survived, police said.

His other charges are first-degree reckless endangerment and the following gun charges: criminal possession of a firearm, criminal use of a firearm; carrying a pistol without a permit; illegal sale or transfer of a firearm; weapons in a motor vehicle and unlawful discharge of a firearm, police said.
