Developer: Old Collinsville axe factory complex could become apartments with public riverwalk, waterfront dining

A developer is proposing more than 200 apartments and a commercial hub for the historic Collins Co. axe factory complex that dominates the Collinsville section of Canton.

The plan is to refurbish 23 of the 25 decaying brick buildings, construct several new apartment buildings on the 20-acre site, according to Sheldon Stein, manager of New York-based Ranger Properties.

The company would add a partly underground parking garage and create a public riverwalk and public plaza along the Farmington River, Stein said Thursday night at an informal presentation to local zoning, wetlands and other regulatory boards.

Ranger has reached a purchase deal with owner Rusty Tilney, who tried to restore the industrial complex for years under the @Collinsville name, Stein said.
