After deadly drive-by shooting, Waterbury police arrest four teens

Waterbury police on Saturday arrested four people, one day after they were allegedly involved in a drive-by shooting injured a woman and killed a local man.

Evel Pacheco, an 18-year-old Waterbury resident and the alleged gunman, was charged with murder and first-degree assault, among other charges. The other three — 19-year-old Jan Santiago of Waterbury, 18-year-old Byron Cruz of Waterbury and a 17-year-old juvenile — were charged with conspiracy to commit murder and conspiracy to commit first-degree assault, among other charges.
