A year after East Hartford police fatally shot a man during a domestic violence call, the state’s attorney assigned to investigate whether their actions were justified has yet to file a report.
The report into the death of John J. Carras on Sept. 5, 2019, remains the last outstanding police killing investigation from 2019, and little has been said publicly in the months since he was killed by officers Andre Lyew and Daniel Zaleski.
Following the shooting, and in keeping with state law, then-Chief State’s Attorney Kevin T. Kane assigned the investigation to Windham State’s Attorney Anne F.
