With Jamie Benn in the penalty box for hooking, Moore intercepted a clearing attempt by the Stars and fired the puck past Antti Niemi.
Kyle Palmieri and Bobby Farnham scored in the second period and Cory Schneider made 29 saves for the Devils, who have their first three-game winning streak since October.
Patrick Sharp and Colton Sceviour scored in the third period as Dallas overcame a 2-0 deficit to force overtime.
