NASCAR CEO Brian France will make a "major NASCAR announcement" with "key industry executives" Tuesday, in what reports say is the announcement of the anticipated charter system.
According to Fox Sports, France will announce that NASCAR and the Sprint Cup Series team owners have reached an agreement on a new system that would give owners a more secure financial position in the sport.

NASCAR officials recently have indicated such an agreement was close and would be announced before the Daytona 500, the first race of the Sprint Cup season.
