Men’s College Basketball Looks to a 30-Second Shot Clock to Speed Game

After another season characterized by low scoring and slow pace of play, N.C.A.A. rule makers on Friday proposed that men’s basketball games switch to a 30-second shot clock from a 35-second one, have fewer timeouts and be officiated to encourage a less physical style of play.

The changes were announced by the men’s basketball rules committee and must be approved by the playing rules oversight panel in June.

The change to the shot clock would keep the game slower than the N.B.A., which uses a 24-second clock, but bring men’s basketball in line with the women’s game, which has used the 30-second clock since 1970.
