But Toledo and Northern Illinois traded touchdowns in the final couple of minutes for a 7-7 score after 15 minutes.
Dequan Finn threw a 42-yard touchdown pass to Jerjuan Newton, his fourth touchdown catch in the past two games.
Northern followed it up with a three-play drive, with most of the yardage taken up on a single Antario Brown run.
