David Sills, the West Virginia wide receiver, was flagged for unsportsmanlike conduct early in Saturday's 42-41 win for flashing the "Horns down" sign, a universal term of derision that dates back to the last century, at least.
But is it really a penalty?
Asked by the Associated Press, Big 12 commissioner Bob Bowlsby said it is "solely at the officials' discretion." Bowlsby further said he was unaware if Big 12 programs were told not to make the gesture when playing Texas.
Dana Holgorsen, West Virginia's coach, said it has come up in coach and staff meetings on whether it's a penalty or not.
