1) Is Davis Mills the answer?
That depends on what the question is. I personally don’t think he’s a bad quarterback, but outside of the top 10-15 quarterbacks there isn’t much to differentiate him from the rest of the quarterbacks in the league. If you surround him with a good defense, good running game, and good receivers he can win football games for you. Of course, that describes most starting quarterbacks.
