The Tennessee Titans have not been a great offensive team in the Marcus Mariota era, they hope to change that in 2019. Chris Wesseling puts the Titans in the top 19 of his offensive rankings at this point, which I think is a little ambitious, but they need to become a top 15 offense at minimum to have success.
