Turpin wasn’t deemed “defenseless,” which means he can’t be targeted, apparently. If determining defenselessness is more important than the helmet to helmet contact, there are dozens of targeting calls that should have been overturned in the past season and a half that weren’t.

And - I don’t know how being wrapped up and en route to the ground doesn’t make you defenseless.

Targeting on a defenseless player is called when a defender makes any contact above the shoulders with an act that includes an “indicator of targeting.
