"Powell has the most potential of Baylor's 2019 signees, and head coach Matt Rhule has plenty of ways he can utilize him. Powell was recruited as an athlete after playing quarterback for Odessa Permian High School. However, with his speed and elusiveness, Powell has the potential to be a difference-maker as a running back, receiver or even in the secondary.
