Did 49ers' Kyle Shanahan mislead media, fans about why OTAs were cancelled early?

Earlier this week, ESPN's Adam Schefter tweeted that three head coaches and their teams — the Dallas Cowboys, Jacksonville Jaguars and San Francisco 49ers — had been fined a combined $600,000 for violations committed during organized team activities (OTAs) in late May and early June. The Niners were docked $100,000 and coach Kyle Shanahan was handed a $50,000 penalty.

People have speculated about what triggered the fines, but the truth is we don't know the exact reasons. Presumably, the Niners did something egregious enough to be singled out by the NFL, which is not normally known for its unwavering commitment to player safety.
