New NBA proposals could halt any future Spurs-like monsters from developing

The NBA is always making changes in an effort to do one of three things: grow the game, ensure fairness, and maintain the integrity of the league. Nearly every new rule ever implemented can be boiled down to one of those motivations. The latest proposals will aim for the second and third targets on that list, but what they'll end up doing is increasing the Spurs' chances of a dynasty.

There are several new proposals, according to ESPN Senior Insider Shams Charania, but the one that concerns San Antonio is this one: No longer allowing teams to draft in the top four two years in a row.
