Rutgers plans to have a clear pecking order set for its seemingly-annual quarterback battle by the end of the spring.
Head coach Chris Ash said after Tuesday's first spring practice he plans to establish a depth chart by the end of the Scarlet Knights' 15 allowed practices, and he is open to that player being the starter going forward.
