Duggan committed to Rutgers on June 29, 2016, four days after he received a scholarship offer as a reward for impressing on the summer camp circuit. Rutgers was the only FBS offer for the then-two-star prospect whose rating received a bump after he committed.
Duggan made Rutgers look smart for identifying him as an under-rated defensive prospect as he lived in the backfield as a senior, with 20 tackles for loss, including 14 sacks, among his 76 stops. He had 50 tackles, with 13 for loss and 10 sacks as a junior.
