The NBA free agency signing period is just around the corner, but not all teams are in the same position to sign players. Bobby Marks of ESPN evaluated every NBA team and put them into tiers based on the restrictions they are under to sign free agents due to available cap space and other limitations under the Collective Bargaining Agreement. Marks then looked at every team in the NBA and listed some free agents who might fit both available salary parameters and need.
