Per ESPN’s Adam Schefter, the NFL levied the heavy fine on the organization for calling Jackson a full Friday participant instead of limited, giving the misrepresentation over his status.

Though Jackson was listed as questionable on the team’s final injury report ahead of the Bears game, the full participation tag suggested he would play.
