CHICAGO -- The Big Ten has made a few rule changes ahead of the 2017 season, including a new definition to an existing rule that makes one of Penn State's most important plays from the 2016 season illegal.
Safety Marcus Allen's jump to block an Ohio State second-half field goal, which was then scooped up by corner Grant Haley for a defining touchdown in the Nittany Lions upset over the Buckeyes last year at Beaver Stadium, was legal under the old rules for leaping. That rule has changed, though, Big Ten officiating coordinator Bill Carollo said here on Tuesday, meaning this year, the play that defined PSU's surprising run to a conference title will be flagged for a 15-yard penalty.
