Ballard to submit unsolicited football stadium plan to ODU

NORFOLK, Va. (WAVY) – Following the start of the their football program, Old Dominion officials decided three years ago to embark on an ambitious plan to build a new football stadium. Original estimates called for as many 30,000 seats, with a budget that could reach 250 million dollars.

Three years later the process is ongoing, and tomorrow local contractor Stephen Ballard is ready to present a plan to Old Dominion. In an exclusive television interview with WAVY/FOX 43 Sports Director Bruce Rader, the local contractor explains why he is submitting an unsolicited bid to build the new stadium, something he says he can do in two years and for much less money than anyone else.
