ARLINGTON, Texas — Whether the 'Horns Down' hand gesture will be penalized this college football season is still a question without a clear answer.
"It depends," said Greg Burks, Big 12 coordinator of officials.
Burks presented rule changes for the upcoming season Tuesday at Big 12 Media Days. The first question asked of him was about opposing teams taunting Texas with the Horns Down.
"It's like any unsportsmanlike act," Burks said. "If somebody scores real quickly, turns to their cheering section, it's real quick and moves on, we're probably not going to react to that. If they happen to turn to the other crowd or the other bench or it's prolonged to a player, it would be like any unsportsmanlike act.
