Penn has been a great player since arriving in Oakland in 2014. He ranked 10th or better among tackles in his first three seasons according to Pro Football Focus; last season he was 21st. The Raiders currently have the 28th most salary cap space in the league with just $5.6 million. Trading Donald Penn would not result in any dead money and would free up $8.4 million in cap savings.
