The Town of Chapel Hill does not want to see a repeat of the hundreds of mostly-maskless Tar Heel fans who flooded Franklin Street last month when North Carolina beat Duke in basketball. Town leaders and the Orange County Health Department issued a warning Tuesday that a second celebration after Saturday's rematch would not be tolerated.
