The Oakland Raiders have been among the big spenders early this offseason, but it appears that's already come to a close.
ESPN's Chris Mortensen (via NFL reporter Dov Kleiman) said he believes the Raiders will not be active in the Le'Veon Bell market because they are not a "cash-rich team." Mortensen noted that the team is not currently making anything from its stadium deal as it awaits a move to Las Vegas in 2020, and Raiders owner Mark Davis is not among those in the league flush with cash from outside revenue.
