MLB teams are now allowed to promote any player who's on their 40-man roster to the majors. Typically, in the case of non-contending teams like the Mets, organizations wait to promote people until after their minor league affiliates finish their respective seasons.
At that point, teams promote players already on the roster to add depth and guys that will soon have to be added to the 40-man roster due to their Rule 5 Draft eligibility.
