Before a combination of off-the-field issues and front-office politics ended his tenure in D.C., McCloughan turned around a Redskins team that was listless for years.
So when it comes to assessing talent, McCloughan's opinion is widely respected.
That makes his response to a Twitter question about Kaepernick's ability to be a starter in the league right now so interesting.
