Certainly it happens in the NFL and MLB as well, but those discussions typically center around what to do in the draft or a target or two in free agency. The NBA, with just 15 possible roster spots and the NBA Draft and Free Agency separated by less than two weeks, thinks of building the ideal roster all at once.
