Extra Points poses the question. Many state laws are prepped to go into effect July 1st. The country does not appear to be anywhere close to a vote or proposal. The NCAA is doing a lot of talking about it, but it doesn’t seem close to a vote and with the deadline of July 1st looming, who knows what they are thinking.
