While the Carolina Panthers did use the franchise tag on Josh Norman, they used the non-exclusive franchise tag which means other teams could negotiate with the cornerback. We take a look at the teams that could consider making this type of move this offseason.
The fact that the Carolina Panthers used the non-exclusive franchise tag didn't completely guarantee Josh Norman's return to the team in 2016. However, the penalty for signing Norman away from the Panthers would be steep and a team would have to feel they are a cornerback away from competing for a Lombardi Trophy.
