Livewire Alli was brought down by a clumsy Jose Sa challenge, stepping up to fire his spot kick past the goalkeeper and give Tottenham a lead they clung on to under heavy Wolves pressure for spells of the contest.
Kane, who is being heavily linked with a move to Manchester City, replaced Son Heung-min in the closing stages and was denied by a close-range save from Sa, then earned a booking for timewasting as Tottenham held on for their second win of the campaign.
