At long last, by the end of this weekend, we will finally start to see the first steps in Jim Harbaugh and Joe Hortiz’s plan to reshape the Chargers organization in their image. Will they build through the trenches as much as the experts are signaling? Or will they continue to build around Justin Herbert with weapons after moving on from both longtime connections Keenan Allen and Mike Williams?
