He is tied with CeeDee Lamb, who was taken five picks by Dallas five picks after the Raiders nabbed Ruggs at No. 12. There are eight players with lower odds. Bengals quarterback Joe Burrow, the No. 1 overall pick, is the favorite at +215. Ruggs has big-play explosion, so he might be a good bet.
Damon Arnette, 40-1:
He is the only Raiders rookie with Defensive of Rookie of the Year odds.
