The Athletic is reporting that the Las Vegas Raiders will start veteran quarterback Brian Hoyer over rookie Aidan O’Connell at the Chicago Bears on Sunday (10 a.m. PT kickoff) as Jimmy Garoppolo’s injury replacement.
