BALTIMORE, Md. — The NFL says the Jacksonville Jaguars should have never been allowed to kick a game-winning field goal against the Baltimore Ravens on Sunday.
NFL spokesperson Michael Signora told NFL Media's Marc Sessler on Monday that the referees should have penalized the Jaguars with a "false start" on the fourth down play that led to a facemask penalty on Ravens pass rusher Elvis Dumervil.
The Jaguars offensive line wasn't completely set at the time the ball was snapped by center Stefen Wisniewski, which by rule, would trigger a false start penalty. Had the referees flagged the Jaguars offense for the penalty, a 10-second run off would have ended the game with a Ravens win.
