In the Canadian Football League, teams are allowed to add up to 45 players to their “negotiation list,” essentially their way to be able to call dibs on a player in that league. Who is eligible to make these lists? Pretty much anyone who isn’t signed to a CFL contract.

To paint a picture of how wide the scope is, let’s look at the quarterback market. Here are four quarterbacks in very different situations, all of whom are on CFL negotiation lists: Trey Lance, a veteran former first-round pick, Shedeur Sanders, a Day 3 rookie, Alex McGough, a UFL quarterback, and Diego Pavia, who is still playing college football in the SEC.
