If I understand correctly during the 1960s, there was a runner-up game and the Packers played in two of them. Is this correct? And if so, whom did they play and what were the scores?

From 1960-69, prior to the NFL-AFL merger going into effect, the NFL held what it called the Playoff Bowl – more commonly known as the “Runner-up Bowl” – at the Orange Bowl in Miami. The first seven games were played before the NFL expanded its playoffs to include more than just its two conference champions.
