The Packers’ first attempt at banning the rule change failed, but many argued that it was the language of the proposal that was the issue — which Green Bay altered to potentially entice more votes to ban the play. Back in April, owners decided to postpone the vote until the NFL Spring League Meeting — a two-day event from May 20 to 21.
