It appears that Georgetown is willing to move the cutouts in McDonough to accommodate actual fans should they be permitted in January, February, or March.
Because the promotion is for Men’s and Women’s games at McDonough, moving all the fan cutouts to Capital One Arena if Men’s games were to be played there with fans, seems unlikely—despite the clear amount of superfluous space.
