PLANO – The best scouting reports in the NBA come from the players who have to guard against – and score against – top-flight opponents.
Devin Harris’ career overlapped D’Angelo Russell for three seasons and he also watched after his retirement as the fellow guard developed into an All-Star and a strong scorer.
The bottom line: in Harris’ estimation, signing Russell in free agency is what the Mavericks need.

“An incredible shooter, great shot-maker,” Harris said Tuesday as he attended the Mavs Academy Hoop Camp at Prestonwood. “He’s somebody that can do it off the dribble or spot up.
