England can't call up Fulham sensation Fabio Carvalho due to 'passport issues', and could also lose out on Crystal Palace's Michael Olise.
Carvalho, 19, has been capped at both U16 and U18 level and England are now keen to reward his stunning form with a promotion to Lee Carsley's U21 squad.
The fact the youngster doesn't have a British passport means he cannot feature in competitive games. He has yet to pass a citizenship test, meaning he will be ruled out of the next round of international fixtures.
