ESPN's Football Power Index projects the Browns to pick first and 10th (Houston's pick) in next year's draft.
The Browns are 0-12. Houston, after losing to the Titans Sunday, is 4-8 (1-4 in its last five). But that projection isn't based solely on those records.
It is based on the projected final record arrived at by simulating the remainder of the season 10,000 times.
