The Browns have seven chances to avoid matching the 2008 Lions, who are the only team in the NFL to go 0-16 in a season.
Browns coach Hue Jackson also fell to 1-24 since the start of last season, the second-worst start for a coach in NFL history. The Browns are also tied with the Lions for the worst 46-game stretch in NFL history at 4-42. The Lions did it from 2007-2010.
Browns quarterback DeShone Kizer finished 21-of-37 for 232 yards with one TD and one interception for a 73.
