But coach Mike Pettine and quarterbacks coach Kevin O'Connell said they expect Manziel to play Thursday night when the Browns host Washington in the preseason opener.
Manziel was on the field in full uniform for the 11th full-squad practice of training camp Tuesday, though the only balls he tossed were with his left hand. He handed the ball off during an inside run drill, but he sat out all seven-on-seven and 11-on-11 sessions.
"He had some stiffness and soreness in his elbow," O'Connell said. "It just comes from the high volume of throws. He’s obviously worked very, very hard every day, not only in camp, but prior to camp, to be ready.
